Windows can load this automatically when it starts. All well and good if you really want things ever time you turn on your PC, but the trouble is that software like to add itself to this list and it can be tricky to remove them. Emsa WinStartUp Manager does pretty much what it says, enabling you to disable and enable programs at will for any user.

This program uses VB6 Runtime which won't bother you if you are using XP. Older versions of Windows may not have it installed however, you'll need to pop-over to the Microsoft site and download it from there.
